Training/Attendance Tracker for Volunteer Fire Dept

I am trying to setup a tracker for a volunteer fire department to track how much training and hours they have completed. i need to track the number of hours and number of days with each member so that i can create a report to tell me how many hours they have put in and how many days.

What would suggest would be the best approach for this? I have searched on line for time tracking templates and programs but none seem to give me the information i require for my reports.

Any suggestions would be greatly appreciated.
