Rank and match formula (I think!)

I'm working with a two rows and 12 columns.
In range F24 to Q24 are numbers from 1 to 12
In range F25 to Q25 are months of the year from Jan to June.

I need a formula to enter in F28 that will tell me which month of the year (row 25) corresponds to the lowest number in row 24.
I will then copy that formula down (F29, F30 etc) to find which month corresponds to the 2nd lowest number in the range, then the third and so on and so on.

Any help will be appreciated.

First, you'll probably will need to add TRANSPOSE to the arrays you are referencing...

In F28 control+shift+enter, not just enter, and copy down:
