Golf League Schedule, 20 Teams, Front & Back Nines

Hello, I am a secretary of a 20-team golf league that plays weekly with 10 teams playing the front-9 and 10 teams playing the back-9 each week. We play a 19-week schedule with all teams playing each other once. A standard 20-team, 19-week is no problem; however, the goal is also for each team to play the same 9 on back-to-back weeks as few times as possible. Is anyone aware of a way to develop a schedule of this nature.

Any help with this issue is greatly appreciated!!!
