What conditional formula can I use that will take use cell D3 (number in the orange frame box), then highlight the row base on the value?

  1. Example Below: #16144 should highlight row 17?
  2. Example: If the # is 42,000 then highlight row 2, but if its right under 45000 then highlight 3

Welcome to the Board! I think there is an issue with your data table, specifically the values in column C. The numbers if the first 6 rows are increasing, then they drop down again (so the whole column is NOT in order).
You have something like this now:

Notice how the value in row 7 is less than all 6 of the rows that come before it, and and that the value in row 1 also appears in row 10.
I am guessing that this a typo on your part, and this is what you really intended, so that all values are in increasing order:

If that is correct, here is how you can apply Conditional Formatting to do what you want:
1. Select rows 7-26
2. Go to Conditional Formatting and select "New Rule"
3. Select the "Use a formula to determine which cells to format" option
4. Enter this following formula:
Excel Formula:
=AND($D$3>$C6,$D$3<=$C7)
5. Click on the Format button and choose your desired highlighting color
6. Click "OK"

I think this should do what you want.
