Conditional Formatting

I have March Madness Tournament Bracket set up in Excel and I am working on Multiple Pages... A master sheet which I will input winners into and individual sheets for people's picks.

I have it set up with Conditional Formatting to have correct picks Green and incorrect picks RED (w/ a strike through) ... unfortunately this is where I have created my problem... all of the picks entered now appear Red W/ a Strike through.

Is there a way to conditionally format them to remain normal until data is put into the cells being referenced?

I am using a combination of different excel versions depending on which computer I am.
