Conditional Formatting

I'm trying to conditional format a group of data and it seems to be working, except one cell colored the wrong way and I'm not sure why?
D11 & E 11 are the first two columns which has 7 & 13.

The one that didn't color correctly is towards the bottom which colored red. The two numbers are 9 and 9. Which if it's greater than or equal to the number to the right, it should of colored Green.

Ahh you got it! That cell is based on a formula and inside the formula it's rounding the number up. Is there something I can do to adjust around the fact that the formula is rounding. I actually want the rounded number
