Conditional Formatting Percentages

I am trying to use conditional formatting on a range of cells to turn red Amber or Green.

My criteria is:

Less than 49% Turn Red
Between 50% - 69% turn Amber
Equal to or Greater than 70% turn green

as you can see, i have selected my options as per below but i am not seeing the expected results...? Where am i going wrong?

Note that percentages are fractions, not whole numbers!
50% really means .5 (not 50).

So you need to update the formula you used accordingly.
