conditional formatting only affects the first column

In the attached .xlsx, I would like each row that has a "1" in column "C" to be highlighted yellow.

The rule that I created, however, is only making the cells in column "A" yellow.

What did I do incorrectly?

Edit: it will not allow me to attach my .xlsx file. Has that functionality been removed from this forum?

MrExcel has a tool called “XL2BB” that lets you post samples of your data that will allow us to copy/paste it to our Excel spreadsheets, so we can work with the same copy of data that you are. Instructions on using this tool can be found here: XL2BB Add-in

For Conditional Formatting, you will need to do the following:
1. Select the range you want to apply it to (let's say it is A1:E100).
2. Go to Conditional Formatting and select the "Use a formula to determine which cells to format" option.
3. Write the formula as it pertains to the first row you selected in item 1 above. If it is row 1, the formula you use would be:
Excel Formula:
=$C1=1
4. Choose your desired formatting option, and click OK.

Note that you will need to have the "$" in front of the column reference but not the row reference.
This will make every cell in your selection look at column C of the row each cell is found in.

I ran into a frustrating issue this morning where the formula somehow ended up with quotes in it and didn't work.

="$C1"=1

needed to be

=$C1=1

Not sure how it happened but it was quite annoying.
