Conditional format help

I am trying to highlight duplicates of column C that are SKU product codes on Google Sheets. I currently have =COUNTIF($C$3:C3,C3)>1
My SKUs are 9 characters long but I only want the format to highlight if the 6th-9th characters are a match is this possible?
 
@khollibygolli can you please confirm if this is for Sheets, Excel or some other app?
It was for Sheets. I stated that in my original post. I know now that I posted in the wrong area! I just signed up so I just immediately posted before looking around on the forum.

If you have a list of cities in A2:A100, use Data, Geography. Then =A2.Population and copy down.
Ok, fair enough. I missed that you said it was for sheets.
