Worksheets floating

I've searched the forum for this question, but only see how to stop charts or images from floating within a worksheet. The issue is that my worksheets move every which way within the frame of the window - within the column letters and row numbers. I am using Excel for Mac v15.33 and this behavior is new as of this year. I tried the solution for making a chart/image static and that seemed to work for the individual workbook, but everytime I open a new workbook or an existing workbook, the worksheets are not static. I thought the problem might be created due to my touch pad, but no, it happens with mouse use, too. I'd appreciate any advice to eliminate this frustration. Thank you!
