Why does text shows ############### even with word wrap on?

I created a document that is being emailed to several users and some are seeing ############ as though the text does not fit. I have the text as word wrap with the row height as 64.50 and the font is Calibri 11. It always looks fine to me when I send it to them and when I get it back from them.

So why are they seeing ##############?

Changing the cell format from "Text" to "General" solves that problem for me.

Text is text right? Who cares as long as I know how to fix it. Funny it should work for me an not my client!
