Vlookup to show drop down list as per Heading selection

Hi Excel Experts,

I am currently working on Excel sheet in order to show drop down list as per heading selection with no blank in drop down list.
Please suggest how can i show use drop down list through vlookup or other nested formulas in worksheet.
For Example:

Fruits (Heading)
Apple
Banana
Grapes
etc

Vegetables (Heading)
Carrot
Onions
Tomatoes
etc

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
You got it right however this is limiting my functionality please refer the sample excel sheet. For Example if A2 cell shows "Unit" then its should show details under drop down list , however if select "Access or Install" on other A cell number the drop down should show data listed above heading I chose in A cell number , Please refer Cell A25 example. Mainly three heading names "Unit, Access & Install" could be placed between A2:A20 dropdownlist and accordingly the drop down list occurs in below cell for each heading chosen as above. Looking for suggestion or solution.
