VBA to click a tab on a website

I'm trying to click on a tab that says Region from a website. Here's the source code:

I've tried

IE.document.all("ctl00_plc_RadTabStrip1").selectedIndex = 0
IE.document.all("ctl00_plc_RadTabStrip1").FireEvent ("onchange")

to no avail. How do I go about coding it to select it?
