[VBA] Missing F1 context sensitive Help File

I have recently upgraded my Excel from version 2010 to 2013.
However, the VBA help file seems go online by pressing F1.
How to turn it back to a local chm file?

Excel Facts

Format cells as currency
Select range and press Ctrl+Shift+4 to format cells as currency. (Shift 4 is the $ sign).
Have a look at the bottom right of the Help window, I think there is a toggle there

It directly navigates MSDN website instead of showing a help window, after pressing F1 in VBE in Excel 2013.
