VBA : Audit Selector Based on Task with no repeated user.

Hi There ,

I would humbly seek help to find a logic on how to apply an Audit Tool where it will randomly pick a user and task based on required audit number.

Previously , I have created a simple audit tool that capture the total number of row and randomly take any row but this has cause the data to capture imbalance total name and provide some name to be taken more than the others. This cause an unfair audit.

Hence , i am trying to create an audit that able to properly take each name with required number of task .
I made multiple attempt prior to asking but came up nothing.

I appreciate if someone could point to the right direction so i can learn from there

Here is sample worksheet that contain a header such as "Date" , "Name" and "Task Type". In real data it would contain around few hundred row of data.

Here is the required amount for each audit in total data .

1. Once a User Name is picked on Task Name A, the name will not be picked again on that particular Task and other user name will be picked.
2. Once a total audit amount of Task Name A is picked it (for example is 2 for A_ will be going for Task Name B and etc.
3. Best case scenario is that no same name is pull from Task Name
