Urgent Import Problem no row deliminator

I have a txt file to import, the fields are in fixed width format. I have tried to import it to access with no success. I have attempted to import using sql server 2000 import export utility but I am getting a message telling me there are no row deliminators. I need to insert a row deliminator after every 400 characters - however the table will not open in access. Any ideas?
 
it was originally in fixed length fields (just had a try on text to columns - not enough memory msg box)

Excel Facts

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)
What about using the string functions MID, LEFT, RIGHT etc?

It probably will be laborious.

After doing the first few you should check to see if there is any way it can be automated.
