Trouble with time format

I would like to use 24hr time format with a leading 0, for example 08:25 as opposed to 8:25. When I add HH:NN or H:NN access converts it to shortime thus removing the leading 0. Can this be done in the format field section?
 
For anyone who stumbles across this and has version 2007: after much searching and implementing the HH:nn short time format in my regional settings as suggested elsewhere, no matter what custom format I tried in the table field - no luck. Nor would my computer clock in the menu bar display military time. Thinking this may be due to needing a system restart, I did so, to no avail. Guess what? The long time format AND the friggin short time format must both be set - to HH:nn:ss and HH:nn respectively. Thanks MS - even your own web pages didn't bother to mention this. So without using vb, the effect is a system wide.
