Time Study Audit Based on Range of Employees

A colleague is trying to do a time study on how long it should take to hire a new associate. Their spreadsheet data is below. I need to enter a formula C1 to predict the amount of time it would take to hire a group of associates. We assume that 1-3 associates takes the same amount of time, and after every group of 3 associates the time should multiply by the same factor. So, if I entered 6 associates into the constant cell, I would assume that it should take 4 minutes to assemble the folders. What formula should I enter to achieve my desired result?

Press Alt+Enter to move to a new row in a cell. Lets you control where the words wrap.
If 1-3, 4-6 etc are the breaks then:

=ROUNDUP(constant cell/3,0)

Will turn 1-3 to 1 4-6 to 2 etc.

Then just multiply by the time
