Stopping automatic data format change in other computers

Hi,

My worksheet contains data about duration in [h]:mm format. But when the worksheet is opened from another computer the format does not hold. It changes as per the setting of that computer. But at the user's end those cells are locked and they are not able to edit the format.

How do I make the data format universal for any computer? I am using MS Excel 2007.
