Sizing shapes to align with print layout

Hello,

So I'm trying to ensure multiple worksheets (which have a common heading bar/shape) print in a consistent fashion, i.e. the heading bar is always in the same position when you turn over the pages.

Question: I have set a shape to a specific size (28.5cm width in order to fit across the width of a landscape A4 page minus the margins). However for some reason, it simply isn't that length. I am in page layout view, with rulers on (in cm) and the width of the shape is roughly 23cm?

Is there something I'm missing here?? :confused:
