Scatter chart's overlap problem [VBA solution needed]

Hello community,

I am trying to find a way to prevent chart labels from overlap.
So far best option I found is this source:

But for some reason It is not working on my charts. (Or not working correctly)
May be any one can help me with this VBA or suggest me different way to solve this problem?

Use AND(test, test, test, test) or OR(test, test, test, ...) as the logical_test argument of IF.
I couldn't make heads or tails of the workbook provided here. But Akbarov sent me a different workbook which was easier to figure out. His best approach was not to use a chart with loads of markers with data labels, but instead to use a horizontal bar chart, where the labels are used for the vertical axis. The value is no longer plotted as the height of the markers but as the length of the bars.
