B2= Find the minimum value of the range $B1:$H1 that is greater than 0.

2nd Criteria:

Min value of that range then look at cells $K2:$Q2.

If NO, then find any YES of the remaining cells D2, F2, and H2 and multiple 0.5 with the minimum value from $B1:$H1

If YES for minimum value cell, then no further actions needed. Apply 0 to B2, D2, F2, H2.
