Resize Table/ListObject with bottom right corner not working

I can select a table and subsequently navigate in the ribbon to Design->Properties->Resize Table but cannot use the small L bracket in the bottom righthand corner to do any resizing. The bracket exists but isn't selectable. As far as I've been able to tell it's only on one worksheet within a workbook that has this behavior.

Thanks to anyone that may have experienced this before or that has a possible answer.
