Recount for Period (i.e. change period number Start)

PLEASE HELP. This issue has been a mystery for me for over a week.

How do I adjust the count on Column J (Adjusted Period) according to what I select in Column C (Quantity).

When I select In Column C -1130417 I want Column J to data for that row to start with one.
Example shown in Column L
Can A Macro be run that as you can see the determining factor on when to stop the count is Column A (Issue)

I want a macro button that will provide me a with some sort of a selection that I can choice which Quantity I want to adjust for Column J Period
