Recommendation for tool to create a user interface to a complex Excel worksheet

I would greatly appreciate any recommendations for a tool/software that can be used to create a sophisticated user interface to a complex Excel worksheet. Unfortunately, I do not believe that a Visual Basic interface would be of acceptable quality (look and feel) to the client for whom I need to create the UI. Additionally, the interface cannot be web-based as it will be used by sales professionals who may not have internet or wi-fi access when using the product. I have conducted numerous Google searches, but have not yet found any suggestions other than Visual Basic. If you are aware of any product that can be used to create a sophisticated UI to an Excel sheet, again, I would appreciate your suggestions.
