There's not a formula involved. Your link shows how to set conditional formatting to make a bar in a cell, the length of which depends on the value in the cell. I used Numbers as the Type on the dialog box.

I see where the problem lies. Where you have used Numbers Type, I was using Percentage Type. My Progress Bar was to show how close I was to task completion. However, when the Type is changed to Percentage (or even when the Cell Format is changed to Percentage), the progress does not respond.

Now that I understand where the problem lies, I need to find the solution.
