Hi,
If you downloaded it fairly recently, locate the.xlam file in Windows Explorer and right click it and choose Properties, then choose to unblock the file. That should allow it to remain installed between sessions.
This doesn't change the situation alas (on an all American system). The version I have RangeToBBCode V0.7.xlam (in Add-ins, it shows as Range To BB Code v0.6). I have to go Add-Ins, Browse to RangeToBBCode V0.7.xlam to get it activated at each new Exzcel session. This problem has started after some zillionth update Windows 10 (or maybe Office 2013).
