Problem applying conditional formatting in Excel 2013 desktop

I am using Excel 2013 desktop and trying to insert traffic light colours in certain cells. I did the following:
  1. Click Home on the ribbon,
  2. then Conditional Formatting,
  3. highlight cell rules,
  4. then equal to
  5. in the pop up box type the letter R (or A or G)
  6. click the drop down menu on the right & custom format
Excel 2013 does not apply the format/fill colours in the cells?

FYI, I previously used the same method in web version of Excel 2016 and the format was applied. Is there a different method using desktop 2013?

A techy friend shared my screen and figured that some accessibility settings had been altered on my laptop that prevented me from seeing the results of the formatting so I wasn't going potty and your advice was good. Thank you very much Fluff.

Excel Facts

Format cells as date
Select range and press Ctrl+Shift+3 to format cells as date. (Shift 3 is the # sign which sort of looks like a small calendar).
