PowerPivot relationship

I am creating a PP where I want to display in 4 columns (in the row labels window) Invoice #/Recipient/Type of Invoice/Type of Service and in the values section the amount (I have tables for each of these). For some reason in the Type of service column I'm getting the 3 types of services in 3 consecutive rows and the amounts are the same for each line.

I suspect that the problem is that I have not created the relationships correctly, but I've checked this a number of times and it seems to be ok.

Is there any other issue that may be causing this (e.g. there is a maximum number of columns that you can display side by side) or do I need to look closer at how my relationships are set up?
