When I click the PowerPivot ribbon tab in 2013, the leftmost icon is "Manage". Shouldn't I be able to click that & get the Powerpivot window even in a blank workbook so I can import data? When I click on the Manage icon in a blank workbook, nothing happens at all. What am I missing?

Yes, weird.
Based on this post, and your last one (with powerpivot just not showing up without a disable/enable cycle), I think your power pivot install is just grumpy. If this was 2010, I would say "try to re-install the addin", but ... it's built into 2013 not sure there are options outside, re-install excel?
I sometimes get weird behavior where there is a stale excel process running that I have to kill in task manager. You might look for that, or just reboot the OS?
