When I refresh the data in my pivot table I lose any borders or lines applied to it.

Back into an answer in Excel
Use Data, What-If Analysis, Goal Seek to find the correct input cell value to reach a desired result
Sort by date Sort by votes
Is the "Preserve formatting" PivotTable option selected? Did you Enable Selection (see the Excel Help topic for "Select data in a PivotTable report")? If did you set all Page fields to "(All)" before formatting?
