Picture Insert Macro Question

I'm trying to come up with a macro that opens up the file explorer and then allows you to select a bunch of pictures and insert them into a sheet. The only thing is I'm trying to insert them in a specific format like below:

I have the pictures in order in a folder and I want to paste them into 1 then 2 then 3 then 4 repeating all the way down the sheet, but with the alternate row in between empty.

Does anyone know how to code this one?
