Picking names for working a bar

I need to randomly select from a list of names for people to work at a customer appreciation bar in our hotel during weekdays. There are 17 names that need to be selected for the 20, 21, or 22 workdays for the month. No weekend dates. Eight of the employees can be selected only once while the other 9 can be selected twice. I called the people that work only one day a month "1 dayers" and the others "2 dayers". People that worked twice the previous month should only be selected once for the current month. This is a real head banger for me.

I think I need to be able to randomly select the first 8 employees without repeat and then repeat once for the rest of the employees. Then for the employees that work two times the previous month, only select them once for the current month. I am able to create the dates for the workdays in a month by the name of the month and year but after that I am lost. Any help would be great!
