Permanently capturing dynamic cell value as of specific date

I am fairly new to using Excel, so please forgive any errors in terminology.

Is it possible for me to set up a formula in a cell (I'll call this cell #1) that will import the value of another cell (cell #2) on a specific date, and record that value permanently, even if the value of cell #2 changes at a later date? For example, can a formula be created in cell #1 that essentially records the value of cell #2 on January 1, and continue to show that value, even if the value of cell #2 subsequently changes?

If it's useful, by way of background, I have a very simple spreadsheet set up in which I record the balances of various financial accounts that I hold. I generally update it once a month or so. I would like to create a second spreadsheet that is organized by month, and have the second spreadsheet pull the numbers from the first to show changes as time goes on, but not have the values in the second spreadsheet change when the values in the first spreadsheet are modified.

If anybody could help me with this, I would be eternally grateful!! Thanks!
