Number format color cells

Hi,
Is it possible to have this kind of formating with number formating the whole cell color. Afaik the number color can only used for the content not for the cell but I think that this example was done with number format. The red indicates a negative value . Although in this example the value is positive but cell is red, the cell formating was copied from another table to this one to indicate the values of that table by these colors, in this table

This was done with conditional formating , I want to know if it is possible with Number formating
in the normal view or in the pivot table view

The answer is: No.

Number formatting can do a lot of stuff with the value, but not with the cell.
Maybe you could combine Number Format with Conditional Formatting?

I forgot to mention that there is a way to apply conditional formatting to a Pivot Table.
