Move up the queue when modified

Hi guys! I hope you can help me out :)

I have a table below with test names and modifiers (yes or no). What I need is for the bottom name to go up the queue every time it is modified by entering a value in cell next to it. It is even possible? Any ideas?

The NAMES are not rotating at all. Yes, this is correct:

the first list in columns A, B, C, the second in columns E, F, G and headers in row 1

Forgot to say

If columns C or F are blank it takes the value as a new entry (no rotation) and automatically puts the date/hour (Now) in columns C or G.
Re-enter the values in B and F and you can see what happens.

This was the only way i could find to allow new entries and to rotate the names when a modification on , either column B or F, occurs.
