Marquee banner w/ hyperlinks in Excel?

I was wondering if there was a way to create a marquee banner that has information like charts, announcements and documents with a continues scroll, and to see more details you can click on it the chart or announcement and it opens to where the data or information is located.

not sure how you might programme a rolling marque, but you can overlay a transparent shape and use that as a trigger
