macros in personal.xls not loading when opening .csv

I have macros in my PERSONAL.xls file that are available normally when I open Excel or a .xls file. If I open a .csv file from File->Open, the macros are still available. However, when I open a .csv file directly from the desktop, the macros are not available. It looks like when loading a .csv direct from the desktop PERSONAL.xls does not load.

Is there a way to make Excel load PERSONAL.xls while opening .csv files?

For the FOURTH time now, when I load .csv files from the desktop PERSONAL.xls does not load. The macros don't appear in my list. PERSONAL.xls is not listed under disabled items.

I don't know how many different ways I can keep saying the same thing.
... that's the FIRST time that you've said what is highlighted in bold ... that's why I aked.

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
I'm having the same problem
personal.xlsb is not listed under disabled items.

and the personal macrobook doesn't load when I open my CSV files from a different path.
