Looping through rows

I have an Excel file with 2k+ rows. I need to create a macro that will loop through the worksheet keeping one record and delete 9. (Keep a sampling of 10%)

Set r = Range("A2:A10")
For i = 12 To LR Step 10
    Set r = Union(r, Range("A" & i).Resize(9))

r.EntireRow.Delete
End Sub
