Looping through rows

I have an Excel file with 2k+ rows. I need to create a macro that will loop through the worksheet keeping one record and delete 9. (Keep a sampling of 10%)
 

Excel Facts

Bring active cell back into view
Start at A1 and select to A9999 while writing a formula, you can't see A1 anymore. Press Ctrl+Backspace to bring active cell into view.
