Logarithmic Scales - Crossing at specified location

I am having trouble getting a log / log scale to format the way I want it to. If I ask the x axis to cross the y axis at a value of .1 (or lower than 1), it ignores my request and crosses the axis at Y = 1. The inverse is also true.

How can I accomplish having my log scale (with low values) cross at the correct locations (thereby having my labels & units show up on the bottom and left of the graph)?

Enter the value of .1, then don't check the Auto box (which tells Excel to use whatever value it wants, i.e., 1).
