Lock Freeze Pane in Excel 365

Hi all,

I've set up a workbook that is available for many users and I'd like to set the freeze pane at a specific place in the worksheet, say Cell E2, and not allows users to move it. I know there was a setting to lock windows in the past, but can't see to find it in 365.

Why are there 1,048,576 rows in Excel?
The Excel team increased the size of the grid in 2007. There are 2^20 rows and 2^14 columns for a total of 17 billion cells.
Maybe you can't use code (.xlsm file) but it seems you can only do this with code. I searched and didn't find anything newer than this:
