keep the average blank if one of the cells is empty

Good day!

Is there a formula to keep the FINAL GRADE and ACTION TAKEN empty when the 2nd column is empty? both 1st and 2nd column has formula in it.

I wanted the result to be like in row 13...

but when I copied, the result looks like this:
