Increase Cell Margins - sometimes the text tab isn't in format options

Hi, I'm looking to increase the size of the margins in my cell, particularly the vertical. i.e. - I want there to be more white space between the rows. When I select Format cells, sometimes the text tab is there to be able to change those margins, but many, many times, it's not. Is there something with the formatting which changes whether the text tab will come up? Or is there another setting which turns this on?

Should have thought of this earlier: You can do it with a macro.
