IF formula to return a number based on a number range

Hi i am trying to return a number based on a criteria from a table, I have tried using multiple if statements based statements that are using less than, equals to or greater than a number range. for example

I think the problem i am having is using the number range in the formula i can't seem to work out the correct convention for using a greater than or equal to and less than
