IF formula connecting multi sheets

: I am seeking to have a SUM TOTAL in Sheet 1 Column A populate in Sheet 4 Column A

: Then seeking to have a SUM TOTAL in Sheet 1 Column B populate in Sheet 4 Column B minus the SUM TOTAL in Sheet 1 Column A using an IF Formula and Sheet 4 Column B should be BLANK if Sheet 1 Column B is BLANK.

so if the number is greater than 9,999 divide by 1000, if it is 9999 do yo want 999 or 1000 ?
