If formatting for a cell

Hello, I need help with a formula. I'm making a report card. I want this cell to tell me if another cell is on point or not. So, if cell B5 is 25% or higher, I want it to turn Green. If B5 is 24% or lower, I want B5 to turn Red.

Please help. Thank you :)

Links? Where??
If Excel says you have links but you can't find them, go to Formulas, Name Manager. Look for old links to dead workbooks & delete.
It's a formula inside conditional formatting.
With the cell that you want to change color selected, use conditional formatting, use New Rule, use a formula to determine which cells to format, then enter:
=b5>=.25
then click Format and pick the color you want.
Repeat the process and enter
=B5<.25 and pick the other color you want
