How to eliminate a #VALUE! error

The key to getting a good response is to provide a good, complete explanation of your problem and expected results. Remember, while the problem is very familiar to you, all that we have to go on is what you provide to us here in that question.
OK, so you provided us with what is in cells C7 and C13, and what is in T12:T45 and W11:W32. But how do those items relate to each other? What exactly do you want this formula to do?
Do you want to see if the value in C7 exists anywhere in range T12:T45?
What about C13 as it relates to W11:W32? If it is truly mileage, it is highly doubtful that the value in C13 EXACTLY matches one of the values in T12:T45.
So what exactly do you want to happen here?
Help us to help you! If you cannot explain it clearly, then I suggest posting an actual example along with your expected results. There are tools you can use to post screen images. Also, there is a Test Here forum on this board that you can use to test out these tools to make sure they are working correctly before using them in your question.

What does custom number format of ;;; mean?
Three semi-colons will hide the value in the cell. Although most people use white font instead.
