how to do a filled map of U.S county with population

I have a set of data for the state of Texas. Column A has unique zipcodes, column B has counties (not unique since multiple zipcodes fall into each county), and column C with a population metric (there are duplicates since data is county population).

I want to build a map that fills the entire state of Texas, but groups by county. so instead of shading by zipcode, I want to shade by county, and I want the color to darken for higher population county.

I have tried many ways but I can't get my map to shade by population. I'm able to get it to shade by county when i put county in the legend....but when I put population in the color saturation field, nothing happens.

thoughts on how to do this?
