How to avoid having a formula skip lines

I'm trying to work on a formula that pulls information from another cell. But the formula is every 30 lines (there are other calculations in the middle.) For example I want H17 to be in E57 but H18 to be in E87. Is there a way to pull it down so that everytime the formula repeats it only skips one line instead of going from H17 to H47? Thank you for your help

Thank you for your help. I foolishly tried to simplify the question to make it easier to explain, but it has me a little stuck in regards to implementing your formula. so far it is skipping the lines correctly but the place i need to pull the numbers from is actually from sheet 1 of the workbook (i'm currently working on sheet 3). Also the answer it spits out just says H17 so I'm not sure it's taking the number correctly. Lastly I was just wondering if you could explain what you did in the last part. "(ROW()-27)/30-1+17)" So I can learn how to repeat this again in the future
