Globally changing key finctions

I wonder how much collective time has been wasted because the "CapsLock" "Insert" and "NumLock" keys have been toggled wrong?

I know it annoys me and wastes my time!

I would like to rearrange my keyboard as follows:

Move the "PrintScreen" function to "Insert"

Move the "CapsLock" function to "ScrollLock" I never use ScrollLock!

Move the "NumLock" function to "Pause" I don't even know what "Pause does!

I know I can do it for just Excel or at least I'm pretty sure I can, but I'd like to do it globally.

Can this sort of thing be done?
